Securing the Blue Sky and Clear Air

  • We will ensure that everyone can breathe in clean air to the fullest. As of now, the density of sulfur dioxide, ozone and carbon monoxide is not critical but that of particulates and carbon dioxide is high. As such, we will strive to improve the air quality above the level of advanced countries by 2015. We will study and analyze the wind flow and make a wind map for air quality improvement and the reduced effect of a heated island while implementing urban planning and development considering the wind paths.
  • We will launch a clean-road pilot project to reduce the dust in the air.
  • We will replace all the city buses and garbage trucks with natural gas vehicles and expand the refill stations so that the number of distributed natural gas vehicles expands.
  • We will also carry out greenhouse gas reduction projects in line with the Convention on Climate Change by setting the output of the greenhouse gases and establishing reduction plans.

  • We will supply safe drinking water while forming urban rivers into ecological ones.
  • As Changwon River and Nam River have been designated by the Ministry of Environment for the eco-river pilot, we shall dramatically improve the quality of the urban rivers and supply the bank filtered water to all citizens by 2015. It will become mandatory to install storm water reduction facilities in buildings of a certain scale, and support will be offered in installing storm water reduction facilities in single family houses.   • water will be ensured to infiltrate in pedestrian roads and parking lots. Overall, we will establish a water circulation system utilizing the water reclamation, and waste water and storm water.
  • We will strengthen the management of non-point pollutants, expand the sewage treatment facilities and massively repair sewage pipes under our integrated management system for river basins. We will continuously expand sewage facilities including river bank filtration and strengthen the quality of drinking water to supply clean and safe drinking water.

  • We will create enriching ecological green zones.
  • We will upgrade green zones and parks into more unique places, and establish a green network for separated green zones and parks to connect to. Meanwhile, we will further expand the eco-space by forming eco-ponds in schools and government and public offices. We will connect parks, green zones and rivers with green belts (using eco-bridges and forest roads amid urban areas), and form unique green boulevards.
  • We will form an "Eco-DMZ" (temporarily called) to preserve ecologically sound mountains, such as Mt. Bulmo, outside cities and explore and preserve excellent living resources.
  • We will form partnerships with residents by preserving the animal habitats in Junam Wetlands to boost eco-tourism, striving to turn it into a world-class eco-brand.
  • We will create eco-parks to form animal habitats and raise the environmental consciousness, and form one eco-pond for each school and government and public office.

  • We will create a city where the law of nature is listened to.
  • To that end, we will set in place institutional support measures, adopt the eco-budgeting system, and form a demonstration complex in an eco-city as well as expand the green areas on roof gardens. We will establish systems and financial resources to form an eco-city, and eco-friendly urban plans prioritizing on the environment and ecosystem. We will form urban eco-forests by turning small mountains in the city into forest bath houses,
  • eco-experiencing sites and organic farming sites, and turn schools greener with the help of citizens to welcome living species like birds.
  • We will turn the newly developed and redeveloped regions into demonstration complexes within an eco-city, and form eco-villages near the urban areas to be used as eco- tourist resources.
  • We will make over 10 percent of the factories in the industrial complex greener, and form a green eco-industrial complex connected to Namcheon (Nam River) and the industrial complex.

  • We will develop an enjoyable and pleasant green transit city.
  • We will establish a comprehensive transit system focusing on the public transit, and form a city where bikes and vehicles ride in harmony. Meanwhile, transit will gradually turn greener as they emit less or no green house gases. To curb the usage of passenger cars, we will establish a public transit-focused comprehensive transit system by strengthening connectivity among public transportation and securing promptness and accessibility.
  • We will install parking lots exclusively for bikes in public facilities, shopping centers and bus stations while expanding the bike road network and distributing Public Use Bikes (PUB) along with a large-scale campaign for bike riding. This would hopefully turn Changwon into a "heaven of bicycles."
  • Green roads will be established by forming forest roads in the median strips. In addition, pedestrian-only zones will be established, along with roads exclusively for pedestrians especially children, the elderly and the disabled. Moreover, playgrounds and street corners without cars will be in place. By all accounts, we will strive to recover "the culture of streets" that is people-friendly.

  • We will aim for zero percent waste and 100 percent recycling.
  • We will expand to operate an environment-experiencing program where everyone can participate with fun, and upgrade citizens' mindset toward the environment to the level of advanced countries by stimulating the environmental education centers. We will turn the resource and waste management system more efficient by establishing measures to reduce waste, putting in place a recycling system and operating recycling centers ineach public facility and region.
  • We will install and operate recycling-oriented waste management plans by expanding and stabilizing the recycling market, creating a complex for waste treatment facilities, installing composting facilities and expanding the distribution networks.
  • We will also adopt an exchange system for the disused items via flee markets, establish recycling centers in communities, expand maintenance and repair services and establish a campaigning organization for recycling for each sub-district (that is, dong). This would encourage citizens to practice recycling in their daily life.
  • We will reduce the amount of food waste and turn it into resources by installing a food waste recovery facility and expanding the distribution of food waste treatment containers to each household and school.

  • We will encourage the use of alternative energies that the Mother Nature offers.
  • To build an urban system that consumes less energy, we will increase the new and renewable energy usage rate for solar energy and wind energy by five percent by 2010 and six percent by 2015. We will strive to establish a new and renewable energy research center to develop new and renewable energies such as solar and wind energies, and spread solar energy facilities, thereby fostering a solar industry based on the university-
  • business linkage while building a solar city.
  • We will also carry out a project on "eco-housing" and eco-offices to reduce energy consumption, develop new housing land, form an energy-saving complex in low development areas, and develop and distribute energy-saving products (such as light bulbs).
  • We will adopt garbage and waste-based combined heat and power plants, and initiate a biomass energy project using methane gas and the like.

  • We will expand the environment-experiencing programs participated in by all citizens and upgrade the citizens' awareness of the environment to that of advanced countries by encouraging the access to environmental education centers.
  • We will ensure that elementary and middle schools adopt a course on the environment in greater numbers, and establish environmental education centers in conjunction with
  • nearby cultural facilities close to Yongji Lake. Moreover, we will develop environmental campaigns and life-long education programs participated in by citizens, companies and administrative bodies.
  • We will develop various environment-related programs : we will forge those linked to natural resources in regions such as green facilities and Junam Wetlands, create exploratory paths for an eco- experience in natural parks, initiate construction of a museum of natural history, and form learning spaces to experience forests.
  • We will offer state-of-the-art environmental education services including online courses to foster environmental consultants based on the partnership among citizens, companies, research centers and administrative bodies while establishing a comprehensive environmental information system and offer environmental education and promotion via the Internet.
